That having regard to its scale, height and prominent siting, the proposed two storey extension would overwhelm the modest cottage and dominate the street scene. The development would detract from the character of the cottage and would fail to preserve or enhance the character or appearance of the Preston Crowmarsh Conservation Area, contrary to saved policies D1, G2, CON7 and H13 of the adopted South Oxfordshire Local Plan 2011, to Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and to paragraph 135 of the National Planning Policy Framework.
