The proposed works, due to the loss of historic fabric and the impact upon the significance of the wall in this prominent location, would fail to respect the character and special historic and architectural qualities of the Grade II listed wall. As a result the works are contrary to Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON1 and CON3 of the South Oxfordshire Local Plan 2011 and guidance contained within the National Planning Policy Framework.
