The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, KCC 6A, KCC 2A, KCC 1A, KCC 3A, KCC 4A and KCC 5A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P15/S3289/DIS

Prior to first use of the agricultural buildings hereby permitted the proposed means of access onto Caps Lane (Old Reading Road) is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Related application(s): P15/S3289/DIS

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first use of the agricultural buildings hereby approved and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9m metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Related application(s): P15/S3289/DIS

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011. A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The use of the building(s) hereby permitted shall be limited solely to agricultural purposes in connection with the agricultural use of the land as shown on the plans accompanying the application. Reason: To restrict the use of the building to one compatible with the surrounding rural area in accordance with Policy CSS1 of the South Oxfordshire Core Strategy 2027 and Policy A1 of the South Oxfordshire Local Plan 2011.

That if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases, and, within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be dismantled, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy A1 of the adopted South Oxfordshire Local Plan.

That cockerels be housed/sheltered overnight (2300pm-0700am) in the most south western part of the field identified as 'Field B'- as far away from residential sensitive receptors and in a way that minimises cockerel crowing. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011

Prior to the commencement of development a no left turn from Old Reading Road into Caps Lane shall be established by entering into an Section 278 Agreement with Oxfordshire County Council. In the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011

Prior to the commencement of development, the existing access off Caps Lane shall be permanently closed as shown on submitted plan ref. KCC6A. In the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development a vehicular tracking drawing shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety in accordance with policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development a routing agreement shall be submitted to and approved by the Local Planning Authority. Reason: In the interests of highway safety in accordance with policies T1 and T2 of the South Oxfordshire Local Plan.

Notwithstanding the provision of the General Permitted Development)(England) Order 2015,no other means of access whatsoever shall be formed, or used between the land and the highway. Reason: In the interests of highway safety in accordance with policies T1 and T2 of the South Oxfordshire Local Plan
