As such, the proposal would cause material harm to the special historic and architectural interest of the listed building and its setting, contrary to Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policies D1, G2, H13, CON2 and CON5 of the South Oxfordshire Local Plan 2011 and advice within the National Planning Policy Framework.
