The proposed works, involving demolition of a curtilage listed wall, would result in the loss of a heritage asset and detract from the setting of the Grade II listed 35 Hart Street. It has not been demonstrated that there would be any substantial public benefit arising from the proposals to outweigh this loss of significance. As such, the proposal would be contrary to Policy CSHEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON1 and CON5 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF.
