The proposed development, involving the demolition of a curtilage listed wall, would result in the loss of a heritage asset and would detract from the setting of the Grade II listed 35 Hart Street. The relocation of the wall would undermine its significance as the remaining partition between two historic burgage plots. It has not been demonstrated that there would be any substantial public benefit arising from the proposals to outweigh this loss of significance. As such, the proposal would be contrary to Policy CSHEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON1, CON5 and CON10 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF.
