Conditions / Refusal Reasons
The proposed owners flat over garage would be tantamount to a separate dwelling in terms of its size and the level of accommodation provided. The site is not within a built up frontage or surrounded by buildings and would not be a suitable infill plot. As such, the principle of this aspect of the development is unacceptable and is contrary to policies CSS1 and CSR1 of the South Oxfordshire Core Strategy.

The proposed owners flat over garage, by reason of its scale, design and position, would detract from the character and appearance of the site. This element of the development would also harm the landscape setting of the village and the quality of this part of the Area of Outstanding Natural Beauty. The proposal is therefore contrary to policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy and policies G2, C4 and D1 of the South Oxfordshire Local Plan 2011.

The proposed development would threaten the health and longevity of trees on site that are the subject of a Tree Preservation Order and are of amenity value to the area. The loss of these trees would detract from the character and appearance of the site and the landscape quality of this part of the Area of Outstanding Natural Beauty contrary to policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and policies C4, C9, D1 and G2 of the South Oxfordshire Local Plan 2011.
