New single-storey kitchen extension, conversion of stable/coach house to ancillary accommodation, new window to proposed new utility (in existing store room), repairs, replacements and alterations to existing boundary treatments including main frontage to house, new glasshouse, and new swimming pool and pool room (additional tree protection information received 18th December 2014)
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0.80B, 1.40C, 1.41C, 1.42A, 1.70B, 1.80E, 1.82A, 0.10A, 0.15A, 2579, 2579.2 survey, 2579.3 Survey, 2579.4 Survey, 1.31D, 1.20E and OSV-190, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall be implemented in accordance with the recommendations contained in chapter 5.2 of the Bat Survey Report (HDA June 2014) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan
Prior to any works involving demolition or excavation within the site, a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation,relating to the application site area, which shall be first submitted to and approved in writing by the Local Planning Authority.
Following the approval of the Written Scheme of Investigation, and prior to any demolition or excavation works within the site (other than in accordance with the agreed Written Scheme of
Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
Prior to commencement of the development hereby approved, the trees shown to be retained shall be protected in accordance with the scheme outlined within drawing no. OSV 190, received 18th December 2014. Unless otherwise agreed in writing by the local planning authority, the measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The coach house accommodation hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Old Shirburn Vicarage.
Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.
