The proposed use is not capable of being adequately contained within the building and is of a nature that is contrary to the rural character of the site and its surroundings, and harmful to the distinctive character of the Chilterns Area of Outstanding Natural Beauty. It is therefore contrary to policies G2, G4, E5, E8 and A3 of the South Oxfordshire Local Plan 2011; policy CSEN1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to respect for local distinctiveness and the protection of valued landscapes and the scenic beauty of Areas of Outstanding Natural Beauty.
The use is not capable of being adequately contained within the building and will therefore continue to result in the displacement of other industrial activities onto agricultural lands surrounding the existing industrial unit complex, contrary to enforce notices EE09/251(A) and EE10/085(C), or on parts of the site not approved for industrial activities. The use is not capable of operating from the site in a way that does not result in either the loss of adequate onsite parking and circulating space or the displacement of other activities. It is therefore contrary to policy T2 of the South Oxfordshire Local Plan 2011.
