The proposed alterations to the building would transform the character and appearance of the building from a simple, functional rural outbuilding to a much larger and domestically detailed dwelling, which would have an urbanising effect on the building and would harm the rural character and appearance of the Area of Outstanding Natural Beauty. As such, the proposal would be contrary to policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, policies G2, G4, D1 and E8 of the South Oxfordshire Local Plan, the advice in the South Oxfordshire Design Guide and Government guidance in the National Planning Policy Framework.
