The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of the development hereby approved samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved details of the proposed slipway shall be submitted to and approved in writing by the Local Planning Authority. The proposed scheme shall include the following features:
- sloping sides from the base of the slipway up to the existing ground level
- soft engineering techniques to protect the new banks and base of the slipway
- any planting to be of locally native species
- the use of well established pre-planted coir rolls
Thereafter the development shall be carried out in accordance with the approved details.
Reason: To improve biodiversity in accordance with Policy CSB1 of the South Oxfordshire Core Strategy.
The proposed windows at first floor level on the north and south elevations of the development hereby permitted shall either be obscure glazed and fixed shut non-opening windows or positioned so that the cill level is more than 1.7 metres above the floor level of the en-suite.
Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall be implemented in accordance with the scheme of mitigation outlined in Chapter 5 of the Bat Emergence and Re-Entry Survey report (Ref: R903/a) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To protect important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and Policy C8 of the South Oxfordshire Local Plan 2011.
External lighting to the east of the dwelling hereby approved will only be permitted in accordance with a lighting scheme to be approved in writing by the Local Planning Authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the hours of operation and remain off at all other times.
Reason: To protect wildlife using the river corridor in accordance with Policy CSB1 of the South Oxfordshire Core Strategy.
The development hereby approved shall be carried out in accordance with the approved Flood Risk Assessment ref: 3178 Flood Risk Assessment dated September 2014 compiled by The Day Tanner Partnership and drawing numbers 3178/04 and 3178/05 both dated August 2014 and the following mitigation measures detailed within the FRA:
1. Provision of compensatory flood storage by building the dwelling on voids with the underside of the floor slab set at 34.145mAOD which is 300mm above the 1 in 100 year plus an allowance for climate change flood level.
2. Finished floor levels are set no lower than 34.145mAOD m above Ordnance Datum (AOD).
The mitigation measures shall be fully implemented prior to occupation and subsequently in accordance with the timing / phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed, in writing, by the local planning authority.
Reason: To reduce flood risk in accordance with the National Planning Policy Framework.
