This is contrary to policies CON8 and AD1 of the South Oxfordshire Local Plan 2011; policy CSEN3 of the South Oxfordshire Core Strategy (adopted December 2012); and government guidance contained in the National Planning Policy Framework aimed at conserving and enhancing the historic environment.
