That the proposed access would represent an intrusive development, breaking through an established hedge, and would form an incongruous feature in the landscape. The proposal would have an urbanising impact on the character of the site and would detract from the landscape quality of this part of the Area of Outstanding Natural Beauty. As such, the development would be contrary to policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy, policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and Government guidance in the National Planning Policy Framework.
