That, having regard to the details of the proposed layout and the pattern of development in the area, the proposal represents a cramped and incongruous form of backland development that would be out of keeping with the established character of the surrounding area and does not reinforce local distinctiveness. As such the proposal would detract from the established character of the area and provide insufficient standards of residential amenity for the occupants of 1 Moats Crescent contrary to Policies ESDQ15, ESDQ16, ESDQ17 and ESDQ28 of the Thame Neighbourhood Plan, saved Policies G2, D1, D3 and H4 of the adopted South Oxfordshire Local Plan, advice in the South Oxfordshire Design Guide and the NPPF.
