The development plan and local advice requires development to take account of key landscape features to secure their future and retain their particular environmental and ecological value. The construction of the proposed carport presents a level of harm to trees of sufficient arboricultural quality and which sit in close proximity to the proposal structure, to be a constraint to development. The scheme would involve development within the root protection areas and the removal of upper branches of the trees, causing damage to and loss of trees which form an important arboricultural feature within Warborough Conservation Area. As such the development would adversely affect key landscape features and adversely affect the character and appearance of the conservation area. The development is contrary to saved policy C9 and CON7 of the South Oxfordshire Local Plan 2011, and policy CSEN1 of the Core Strategy. The development also fails to comply with BS 5837 2012 and advice set out in the Trees and Development best practice guidance.
