The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SJA TPP 14157-01a, 1038-01_A, 1038-02_A, 1038-05_A, 1038-06_A., 1038-08_08 and 1038-11, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P15/S1035/DIS, P15/S1836/DIS

The temporary car park and temporary lighting shall not come into use until the approved extension of the main car park as commence. The temporary car park and temporary lighting shall be removed and the field reinstated and made good in accordance with the details of the application within two weeks of the first use of the main car park extension or within one year of the date of this permission, whichever is the sooner. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEM4 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4 and E5 of the South Oxfordshire Local Plan 2011. A scheme for the means of treatment of the hard surfaced areas shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any development. All such approved hard surfacing shall be provided prior to the first occupation of the development. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEM4, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, D1 and E5 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 1038/08 and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies CSEM4 and CSM1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, D2, E5, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a final version of the site's Green Travel Plan shall be submitted to and approved in writing by the Local Planning Authority. Thereafter it shall be formally adopted prior to the first use of the extended car park; this plan shall include proposals to promote all modes of travel other than the private car and car sharing for journeys to and from the site. Details of the monitoring and review of the Travel Plan targets shall be submitted to and approved by the Local Planning Authority on an annual basis. Reason: To promote the use of non car modes of transport and car sharing in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policies G2, G4, E5 and T1 of the South Oxfordshire Local Plan 2011.

The proposed landscaping shown on plan SJA:TPP:14157-01 shall be implemented within the first planting season of the first use of the car park. Notwithstanding the details shown on this plan, any trees shown on plan SJA/PL/03 approved under planning permission P05/E1152 that have been omitted shall also be planted. No development shall take place until details of crated tree pit systems for the trees to be planted within the hardsurfacing area that will provide a soil volume of a minumum of 25 cubic metres in a hydrated and oxygenated form per tree have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Tree protection for all existing trees shown to be retained shall be installed prior to the commencement of any site works in accordance with the latest version of BS 5837 and retained for the duration of the development. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEM4, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C9, D1 and E5 of the South Oxfordshire Local Plan 2011.

The temporary car park shall be constructed using a no-dig method as deemed necessary by an arboricultural consultant if roots greater than 25mm are encountered during any excavations. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEM4 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C9 and E5 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, including any works of site clearance or the translocation of any reptile, a reptile survey (which shall be in accordance with best practice guidelines) shall be carried out, and the findings, including a mitigation strategy if required, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, all works of mitigation shall be carried out in accordance with the approved details. Reason: Reason: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C8 and E5 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, includingworks of site clearance, full details of a habitat creation / restoration scheme shall be submitted to and approved in writing by the Local Planning Authority. These details shall include: (i) Purpose, aims and objectives for the scheme; (ii) A review of the site's ecological potential and any constraints; (iii) Description of target habitats and range of species appropriate for the site; (iv) Selection of appropriate strategies for creating / restoring target habitats or introducing target species; (v) Selection of specific techniques and practices for establishing vegetation; (vi) Sources and composition of seed mix; (vii) Method statement for site preparation and establishment of target features; (viii) Extent and location of proposed works; (ix) Aftercare and long term management; (x) The personnel responsible for the work; (xi) Timing of the works; (xii) Monitoring; (xiii) Disposal of wastes arising from the works. Thereafter, the development shall be carried out in accordance with the approved details, unless otherwise approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the programme agreed with the local planning authority Reason: To make appropriate provision for natural habitat compensation within the approved development and to provide a reliable process for implementation and aftercare in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C6, C8 and E5 of the South Oxfordshire Local Plan 2011.

Notwithstanding the details shown on plan 1038/01, a revised lighting scheme avoiding any future conflict with the trees to be planted within the hardsurfacing area shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The specification of the scheme shall meet the requirements of ILE Guidance Environmental Zone E1 and ensure that the main beam angle of all lights directed towards any potential observer shall not be more than 70 degrees and that the light into the windows of any neighbouring properties would not exceed 2 lux before 8pm and 1 lux after 8pm. Reason: To protect the appearance of the area, the environment and local residents from light pollution in accordance with Policies CSEM4 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, EP3 and E5 of the South Oxfordshire Local Plan 2011.

That between the hours of 8pm and dawn, the car park lights shall only be operated by a push-button system as detailed in the application. Reason: To protect the appearance of the area, the environment and local residents from light pollution in accordance with Policies CSEM4 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, EP3 and E5 of the South Oxfordshire Local Plan 2011.
