Saved policy E6 of the South Oxfordshire Local Plan seeks to ensure that sufficient opportunity is provided to enable new users to be found for employment sites and, to demonstrate the site is no longer economically viable before a loss of employment use can be justified. The policy requires that sites are marketed at a reasonable price for at least a year for any suitable employment use. In this case the marketing exercise has not run its course and no evidence has been submitted to demonstrate how the property has been marketed and what responses have been made in accordance with the guidance document supporting policy E6. In assessing the development against policy CF2 of the South Oxfordshire Local Plan, in terms of the provision of community services and facilities, the proposal is acceptable subject to no other conflict with policies in the development plan. In not meeting saved policy E6, the proposal conflicts with saved policy CF2 of the South Oxfordshire Local Plan. In conclusion, the commmunity benefit of the proposal does not satisfactorily outweigh the loss of employment use. The development fails to comply with saved policy E6 and CF2 of the South Oxfordshire Local Plan.
