The existing garage occupies a narrow and visually prominent site between the rear gardens of adjacent housing and Newtown Gardens. The proposed use of the extended building as an independent dwelling would, having regard to the siting of the dwelling and the modest size of the plot, result in a cramped, visually prominent and inappropriate form of development that would fail to respect the character and appearance of the site and the surrounding built form. As such the proposal would fail to accord with Policies CSQ3 and CSHEN1 of the South Oxfordshire Core Strategy and Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011.
The proposed dwelling, due its orientation and siting, and the location and size of the proposed amenity area would fail to provide a sufficient level of amenity for its future occupiers. As such the proposal would fail to accord with Policy CSQ3 of the South Oxfordshire Core Strategy and Policies EP2, D3, D4 and H4 of the South Oxfordshire Local Plan 2011, and guidance contained within South Oxfordshire Design Guide 2008.
