The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

P15/S3270/DISThat the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 12668-200-001, 1766-P-01 C and 1766-P-10, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
No development shall take place until a landscape management plan, including longterm design objectives, management responsibilities and maintenance schedules for the areas adjacent to the new channels and the areas containing the relocated Leucojum aestivum plants/bulbs, shall be submitted to and approved in writing by the local planning authority. The landscape management plan shall be carried out as approved and any subsequent variations shall be agreed in writing by the local planning authority.
The scheme shall include the following elements:
- detail of the extent and type of new planting (NB all planting to be locally native species of UK genetic provenance)
- plans indicating clearly the proposed channel locations and associated working areas in relation to the existing locations of L. aestivum plants
- plans indicating clearly those L. aestivum plants to be relocated, those to be retained in situ, and how the latter would be protected during the works
- plans indicating the current height above the level of the River Thames of the L. aestivum plants, and the level of the areas into which they are to be relocated to ensure that the plants are relocated into areas of comparable wetness and shade
- details of maintenance regimes designed to ensure that the relocated population of L. aestivum establishes and thrives in the long term. L. aestivum is associated with damp/wet woodland and thrives best where there is little or no management of the ground vegetation. These areas must not be mown/form part of a more formal garden area.
Reason: This condition is necessary to ensure the protection of wildlife and supporting habitat
and secure opportunities for the enhancement of the nature conservation value of the site in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and Policies C6 and C8 of the South Oxfordshire Local Plan 2011.
The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) produced by Cain BioEngineering Ltd, dated 20 May 2014 and the Addendum to Flood Risk Assessment dated 24th February 2015 and the following mitigation measures detailed within these documents:
1. There will be no raising of ground levels including excavated material
2. During the construction phase, there will be adherence to good practice as set out in CIRIA C532 Control of water pollution from construction sites. Guidance for consultants and contractors and Environment Agency PPG5 Works in, near or over watercourses: prevent pollution.
Reason: To prevent flooding elsewhere by ensuring that compensatory storage of flood water is
provided in accordance with the National Planning Policy Framework.
