Conditions / Refusal Reasons
That the development shall begin before within two years from the date of this approval for reserved matters. Reason: To comply with conditions in the outline planning permission P02/W0848/O and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the schedule received 31 October 2014 referring to the drawings except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P15/S3196/DIS

The development hereby approved shall not be occupied until details of the means of foul drainage and the 'upgrade works' to the northern on-site pumping station as referenced in Taylor Wimpey's letter dated 30 September 2014 together with the a proposal for the monitoring of the discharge from the upgraded pump stations have been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that sufficient capacity is available to accomodate/ cope with wastewater flows discharged from the development and in order to ensure that any existing constraints associated with the local wastewater network are not exacerbated by the new development. This condition is imposed in light of policy Policy EP1 of the adopted South Oxfordshire Local Plan and the NPPF and also supporting guidance set out in the National Planning Practice Guidance. Prior to the commencement of this phase of development details of tenure mix on the affordable housing units shall be submitted to and approved in writing by the Local Planning Authority. The tenure for those units must be in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority. Reason: To meet the housing needs of the Council in accordance with policy CSH3 of the adopted Core Strategy.

The external finishes for the development hereby permitted shall only be constructed in the materials specified on the submitted drawing no. 69-1997-107 Rev E External Finishes Layout or in other materials which shall previously have been approved by the Local Planning Authority. Reason: In the interests of visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), the garage accommodation forming part of the development shall be retained for parking motor vehicles at all times and shall not be adapted to be used for any other purpose. Reason: To retain adequate on-site parking provision in the interest of highway safety in accordance with policies T1 and T2 of the adopted South Oxfordshire Local Plan.

The flats within the development hereby approved shall only be served via a single satellite dish, aerial or other telecommunications equipment full details of which shall first be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
