Replacement of two kennel blocks, additional exercise yard and fencing (as amended by plans received 21 August 2014, proposing an additional exercise yard, boundary fencing and fencing within the site, further to the replacement of two kennel blocks)
Conditions / Refusal Reasons
Phase 1, as indicated on revised plan RAC/6251/4 Rev A (received 21 August 2014) of the development to which this permission relates, must be begun not later than the expiration of 6 months from the date of this permission, and for the building to be complete, whereby it is fit to accommodate dogs, not later than 1 year from the date of this permission, unless otherwise agreed in writing by the Local Planning Authority.
Reason: To secure delivery of a development which, as a complete scheme, responds positively to minimising noise disturbance and reduces adverse impact on neighbouring occupants, by virtue of a swift construction process and in accordance with policy EP2 of the South Oxfordshire Local Plan 2011.
Phase 2, as indicated on revised plan RAC/6251/4 Rev A (received 21 August 2014) of the development to which this permission relates, must be begun not later than the expiration of two years beginning with the date of this permission, unless otherwise agreed in writing by the Local Planning Authority.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 14-36109 B, 14-36110, 6251 RAC1, 6251 RAC2, 6251 RAC5, 6251 RAC3A and 6251 RAC4A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the first use of the kennel block identified as Phase 2, as indicated on revised plan RAC/6251/4 Rev A (received 21 August 2014), hedging or fencing shall be in place to a height of no less than 1.8m along the northern side of the external runs of phase 2, as indicated on revised plan RAC/6251/4 Rev A. In the instance that the screening does not fully meet the requirements of condition 4, temporary screening, which provides a visual barrier between the external runs of phase 2 and the existing 'Outside Block', shall remain in place as indicated on revised plan RAC/6251/4 Rev A.
Reason: To secure noise mitigation to a development which, as a complete scheme, responds positively to minimising noise disturbance and reduces adverse impact on neighbouring occupants, by virtue of a swift construction process and in accordance with policy EP2 of the South Oxfordshire Local Plan 2011.
Prior to the first use of the new exercise yard indicated on revised plan RAC/6251/4 Rev A (received 21 August 2014) in the north corner of the site, fencing shall be in place to a height of no less than 1.8m along the northern boundary of the site, as indicated on revised plan RAC/6251/4 Rev A.
