The proposed development would result in the permanent loss of a public house in an attractive location at the intersection between the main road between Wallingford and Henley and The Ridgeway National Trail. It is considered that the premises has been marketed at an excessively high price, which has discouraged potential purchasers interested in continuing the use of a premises as a public house. Furthermore, it is also considered that the high marketing price has discouraged any alternative A1/A2/A3 commercial use (that could be carried out under permitted development rights) from coming forward that could offer an alternative benefit to the local economy. Consequently, the application has failed to demonstrate that the continued commercial use of this community facility is not economically viable. As such the proposal would be contrary to the aims of Policy CSR3 of the South Oxfordshire Core Strategy and Policy CF1 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF.
