Conditions / Refusal Reasons
That the occupation of all caravans shall cease within a period of 5 years from the date specified in condition 1 of planning permission P12/S2425/FUL (i.e. by 4 December 2017). Reason: To minimize any harm to the rural character and amenity of the area and to the openness of the Oxford Green Belt in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That all caravans and associated structures and infrastructure permitted by this planning permission shall be removed from the site and the land left in a tidy and orderly state within 6 months of the cessation of the occupation of any of the caravans as required by condition 1 above (i.e. by 4 June 2018). Reason: To minimize any harm to the rural character and amenity of the area and to the openness of the Oxford Green Belt in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That planning permission is hereby granted for the siting of 14 caravans only. These caravans shall be generally located in accordance with the Location Plan 5302/2014/B1 within 3 months of the date of this planning permission. This will require the removal of the existing common room building, which is situated in the area proposed to be occupied by caravans 13 and 14, in full compliance with condition 2 of planning permission P07/W1016/RET. Reason: To minimise the impact of the development on the rural character and amenity of the area and the openness of the Oxford Green Belt to levels commensurate with the operational needs of Rectory Farm as an agricultural undertaking in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That only persons wholly or mainly employed in agriculture as defined in Section 336 of the Town and Country Planning Act 1990 (as amended) shall occupy the caravans approved by this planning permission. Reason: To minimise the impact of the development on the rural character and amenity of the area and the openness of the Oxford Green Belt to levels commensurate with the operational needs of Rectory Farm as an agricultural undertaking in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That only persons employed at Rectory Farm, Stanton St. John on a seasonal or casual basis shall occupy the caravans approved by this planning permission. Reason: To minimise the impact of the development on the rural character and amenity of the area and the openness of the Oxford Green Belt to levels commensurate with the operational needs of Rectory Farm as an agricultural undertaking in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That no more than 5 of the 14 caravans approved by this planning permission shall be occupied outside of the peak fruit picking months (May to September) of any year; and no caravan is to be occupied between December 24th each year and January 14th of the following year. Reason: To minimise the impact of the development on the rural character and amenity of the area and the openness of the Oxford Green Belt to levels commensurate with the operational needs of Rectory Farm as an agricultural undertaking in accordance with policies G2, G4, C4 and GB4 of South Oxfordshire Local Plan 2011; policies CSEN1 and CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt and valued landscapes.

That any external lighting in connection with the caravan site will only be permitted in accordance with a lighting scheme prepared by a suitably qualified lighting engineer and approved in writing by the Local Planning Authority. The lighting scheme shall be submitted and approved prior to commencement and shall address the intensity of illumination at levels consistent with the amenity of neighbouring residents and within limits recommended by the Institute of Lighting Engineers; place limits upon the amount of external lighting; include the use of flat cut lighting with no upward light spill; shall limit the use of external lighting to hours generally consistent with the amenities of neighbouring residential properties Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with policies G2 and EP3 of South Oxfordshire Local Plan 2011.
