That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 8227-P001A, 8227-P003B, 8227-P105A, 8227-P107B, 8227-P205B, 8227-P207B, 0103582-HL-XX-XX-SP-E-900-1000-P1, SK110, 01a, CCL09124, 19030_OGL_F3 and SK115 P1, except as controlled or modified by conditions of this permission. Prior to the commencement of the development hereby approved full details of the profile and finished levels of the proposed bunding shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the bunding shall be provided in accordance with the approved details prior to the first occupation of the development. The exterior of the buildings hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4 and D1 of the South Oxfordshire Local Plan 2011. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9 and D1 of the South Oxfordshire Local Plan 2011. The development hereby permitted shall not be occupied until it can be demonstrated that it has achieved at least a BREEAM 'Very Good' standard. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027. Related application(s): P15/S3721/DIS

Details of any external lighting proposed in association with the development shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Thereafter the lighting shall be installed and maintained in accordance with the agreed details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, EP3 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, a Landscape and Ecology Management Plan (LEMP) shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the LEMP shall be carried out in accordance with the approved details. Reason: To promote the preservation and Enhancement of biodiversity in accordance with Policy CB1 of the South Oxfordshire Core Strategy and government policy as stated in paragraphs 109 and 117 of the NPPF.

The first occupation and use of the development hereby approved shall be limited to Groves and Windles. There shall be no alternative or additional occupiers of the development within the first 12 months of the commencement of the development. Reason: Due to the special circumstances justifying the provision of additional employment generating development than anticipated through the Thame Neighbourhood Plan.

Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the recording of archaeological matters within the site in accordance with Policy CON13 of the South Oxfordshire Core Strategy.

Following the approval of the Written Scheme of Investigation referred to in condition 11, and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To safeguard the recording of archaeological matters within the site in accordance with Policy CON13 of the South Oxfordshire Core Strategy.

Surface water drainage details, in compliance with SuDS principles, shall be submitted to and approved in writing by the Local Planning Authority prior to development commencing. These details should be based on the principles described in the submitted Nolan Associates Flood Risk Assessment 2033-033 rev P5 (Aug 2014) but further investigative works as described in section 3.1 of this report are required at an early stage to determine the details of the proposed attenuation pond. Thereafter the surface water drainage shall be implemented in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Foul drainage details shall be submitted to and approved in writing by the Local Planning Authority prior to development commencing. Thereafter the foul drainage shall be implemented in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be installed, maintained and operated in accordance with the details specified in the Noise impact assessment report prepared by Hoare Acoustics, reference REP-1089836-AM-160414-1, dated March 2014 and as detailed in the response email provided on the 18 July 2014. The construction and structure of the all plant, machinery and equipment shall include all those noise mitigation measures specified in the report and the response email provided on 18 July 2014. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be installed, maintained and operated so as to ensure that the rating noise level from the equipment does not exceed 5 dBA below the background noise level at the facade of nearby residential accommodation. Measurement and rating of noise for the purposes of this condition shall be in accordance with BS4142 (1997) 'Method for rating industrial noise affecting mixed residential and industrial areas'. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Howland Road shall be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan P003 B and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be first submitted to and approved in writing by the Local Planning Authority. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

Shower, washing and changing facilities for cyclists shall be provided prior to the occupation of the development hereby approved, in accordance with details to be first submitted to and approved in writing by the Local Planning Authority. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the use of the development hereby permitted an updated Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, an electronic vehicle charging point shall be provided in association with each building in accordance with details to be first submitted to and approved in writing by the Local Planning Authority. The electric charging points shall thereafter be maintained in accordance with the approved details. Reason: To encourage more sustainable modes of transport and in the interests of air quality in accordance with Policy CSM1 of the South Oxfordshire Core Strategy and Policy EP1 of the South Oxfordshire Local Plan 2011.
