The open nature of this site is important as it reinforces the rural character and appearance of this part of the conservation area. The proposal would close this gap and the design of the dwelling would detract from the character and appearance of the conservation area. As such, the proposal would be contrary to policy CSEN3 of the South Oxfordshire Core Strategy, policies G1, D1, H4 and CON7 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
The open nature of the site contributes to the setting of Thatchings as it reinforces the rural setting of this listed building. The proposed dwelling, including the parking area, would compete with this listed building and detract from its setting. As such, the proposal would be contrary to policy CSEN3 of the South Oxfordshire Core Strategy, policy CON5 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
