Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001A, N273/SH/10.15, N273/SH/10.18(P), N273/SH/6.0(P), N273/SH/1.0(P), N273/SH/2.0(P), N273/SH/3.0(P), N273/SH/4.0(P), N273/SH/5.0(P), N273/SH/1.1(P), N273/SH/1.2(P), N273/SH/1.3, N273/SH/1.3(P), N273/SH/D1.0(P), N273/SH/A1.0(P), N273/SH/18.0(P), N273/SH/11.0(P), N273/SH/12.0(P), N273/SH/13.0(P), N273/SH/14.0(P), N273/SH/11.1(P), N273/SH/11.2(P), N273/SH/11.3(P), N273/SH/17.0(P), N273/SH/A17.1(P), N273/SH/A17.2(P), N273/SH/A17.3(P), N273/SH/A1(P), GS-CW-T-150 and Arboricultural Impact Assessment Drwg 001 March 2014, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing buildings. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H13, G2 and D1 of the South Oxfordshire Local Plan 2011.

The existing trees on the land shall be protected whilst development operations are in progress, in accordance with the Arboricultural Method Statement - Sylva Consultancy (June 2014), and the site shall be monitored by a consultant arboriculturist in accordance with section 13 of the arboricultural method statement and details of this shall be submitted to the Local Planning Authority throughout the development works. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The position of the proposed means of access shall be in accordance with the route shown as "Route preferred by tree officer", and the existing driveway lifted and grassed over, as shown on the submitted Arboricultural Impact Assessment drawing dated March 2014, or an alternative route to be first agreed in writing by the Local PLanning Authority. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with chapter 6 of Bat Survey Report and Mitigation Strategy - Windrush Ecology (June 2014) in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the mitigation has been completed according to the method approved in the report. REASON: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan 2011.

The accommodation hereby permitted within the outbuilding shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Satwell House. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.
