The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

The utility and bathroom window in the northern elevation of the dwelling hereby permitted shall be glazed in obscure glass prior to the first occupation of the accommodation and it shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the National Planning Policy Framework and Policies 11, 12 and 13 of the South Oxfordshire Local Plan 2011.
Prior to any demolition on the site and the commencement of the development and following the approval of the Written Scheme of Investigation referred to in condition 1, a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the National Planning Policy Framework and Policies 11, 12 and 13 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan PA02 and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
No building or raising of land levels shall take place within the site.
Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with the National Planning Policy Framework.
Prior to the commencement of development, further information regarding flood levels with the site shall be provided in order to demonstrate that a safe access/egress route exists for residents at times of flood. Thereafter the access/egress route shall be constructed and maintained in accordance with the approved details.
Reason: To ensure the applicant is able to exit the site safely in times of flooding in accordance with guidance set out in the NPPF.
The tree protection measures set out in the tree protection report accompanying the planning application dated July 2013 shall be implemented prior to and during the construction of the dwelling hereby approved.
Reason: To ensure that the trees to be retained are not damaged during the construction process in accordance with Policies C9 and GB4 of the South Oxfordshire Local Plan 2011.
