The development fails to accord with the aims of paragraphs 103, 109 and 118 of the National Planning Policy Framework or policies CSB1 or CSG1 of the South Oxfordshire Core Strategy 2031 or to policy C6 of the South Oxfordshire Local Plan 2011.
