The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P14/S1354/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001, BLO-001, BLO-002, EF-001, EE-001, EE-002 and CMP-001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P14/S1354/DIS

The replacement boat house hereby approved shall be used for the storage of boats and ancillary equipment only and for no other use whatsoever. Reason: To protect the sensitive landscape and to ensure that the special character of this river side location is protected in accordance with policy CSEN1 of the South Oxfordshire Core Strategy and policies C3 and C4 of the South Oxfordshire Local Plan.

The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) " Flood Risk Assessment to support application for planing permission: Boat house adjacent to Leatherne Bottel, Bridle Way, Goring, RG8 OHS" and the following mitigation measures detailed within the FRA: i. The development shall only be used for "water compatible" uses as defined by the NPPF. ii. The construction shall allow for the free flow of water around and through the proposed boat house. The mitigation measures shall be fully implemented prior to occupation and subsequently in accordance with the timing/phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed in writing by the local planning authority. Reason: To reduce the risk of flooding to the proposed development and to avoid increasing flood risk elsewhere in accordance with advice set out in the National Planning Policy Framework.

No development shall take place until a scheme for the provision and management of a 10m metre wide buffer zone alongside the River Thames shall be submitted to and agreed in writing by the local planning authority. Thereafter the development shall be carried out in accordance with the approved scheme and any subsequent amendments shall be agreed in writing with the local planning authority. This buffer zone shall be applied along the length of the frontage except where the location of the boathouse itself is already closer to the river. The buffer zone scheme shall be free from built development including lighting , domestic gardens and formal landscaping and could form a vital part of green infrastructure provision. The scheme shall include: i. plans showing the extent and layout of the buffer zone. ( The buffer shall be measured from the top of the river bank, defined as the point at which the bak meets the level of the surrounding land) ii. details demonstrating how the buffer zone will be protected during devleopment and managed/maintained over the longer term. iii. details of any proposed footpaths, fencing, lighting etc iv. details of any proposed planting scheme using locally native species of UK and genetic provenance. Reason: Development which encroaches on watercourses has a potentially severe impact on thier ecological value. Examples of this include replacing natural native vegetation with formal non-native planting and the use of artificial lighting which can disrupt the natural diurnal rhythms of a range of wildlife using and inhabiting the river and its corridor habitat in accordance with paragraph 109 and 118 of the National Planning Policy Framework.

No development shall take place until a scheme for any lighting on the proposed building shall be submitted to and agreed in writing by the local planning authority. Thereafter the development shall be carried out in accordance with the approved scheme and any subsequent amendments shall be agreed in writing by the Local Planning Authority. Reason: The use of artificial lighting can disrupt the natural diurnal rhythms of a range of wildlife using and inhabiting the river and its corridor habitat accordance with paragraph 109 and 118 of the National Planning Policy Framework.
