Conditions / Refusal Reasons
That the development hereby approved shall commence within 12 months of the date of the permission and that at the expiration of three years from the date of commencement, the use of the land for a vehicle hire business shall cease unless a fresh application shall have been submitted to and approved by the Local Planning Authority. The applicant shall notify the Council of the date of commencement. Reason: Because a temporary planning permission is only granted in the specific circumstances pending the redevelopment of the site in accordance with Policy CSDID1 of the South Oxfordshire Core Strategy 2027.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001, 001, Internal 001, 002, 005_A and 003_A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

That prior to any commencement of development the applicant shall undertake a noise assessment of the acoustic integrity of the wash bay, to demonstrate that the noise level produced by the activities are contained within this building, with all doors and windows closed, and this will not cause a loss of amenity due to any negative impact from noise at the nearest residential property. The report shall be submitted for approval to the planning authority prior to development. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The wash-bay hereby approved shall only be used between 09:00-18:00 on any given day. Reason: To safeguard the amenity of neighbouring residents in accordance with Policies G2 and EP2 of the South Oxfordshire Local Plan 2011.
