The proposal is situated in open countryside and it does not meet the purpose of excluding deer from the garden (a very specific need) in order to justify its scale and siting. The proposal involves engineering works of a significant scale, with an incongruous suburban design; resulting in a detrimental impact on the unspoilt rural character of the site, its surroundings, the Chilterns Area of Natural Beauty landscape and the open countryside. The proposal is therefore contrary to policies G2, G4, D1 of the South Oxfordshire Local Plan 2011, and CSEN1, CSS1 and CSQ3 of the South Oxfordshire Core Strategy 2027, as well as the principles of the National Planning Policy Framework.
