That, having regard to the size, scale and details of design of the proposed building in relation to surrounding outbuildings in the vicinity, the proposed development would constitute a sizeable new building that is out of keeping with the character and scale of other ancillary buildings in the area. The site lies in a sensitive location within the conservation area, near to a grade II listed building The Mill House and within the Chilterns Area of Outstanding Natural Beauty. A building of this height, masssing and design would detract from the setting of The Mill House, the character and appearance of the Conservation Area and the landscape setting and character of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to policies CSEN1 and CSEN3 of the adopted South Oxfordshire Core Strategy 2027 and to saved policies C4, H13, CON5 and CON7 of the South Oxfordshire Local Plan 2011.
