The existing public house is an established commercial premises within New Street, and lies in a central position within Henley-on-Thames. The change of use to a residential use would weaken the strength of commerce and leisure facilities within New Street and the wider town centre area to the detriment of the vitality and viability of the local area. Furthermore, it has not been demonstrated that the existing commercial premises is economically unviable. As such the proposal fails to comply with Policies CST1 and CSHEN1 of the South Oxfordshire Core Strategy and Policy CF1 of the South Oxfordshire Local Plan 2011.
The existing building is historically associated with a public house, and makes a positive contribution to the character and appearance of the Henley Main Conservation Area. The loss of the public house use would fail to conserve or enhance the character and appearance of the Conservation Area and as such the proposal would fail to accord with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.
