The proposed development, due its siting, size, height, design, bulk and massing would result in a cramped form of development that would harmfully erode the open space between the rear of Cedar Court and 2 Pearces Orchard to the detriment of the character and appearance of the surrounding built form and the surrounding Conservation Area, including an adverse impact on the setting of Cedar Court. As such the proposal would be contrary to Policies CS1, CSQ3, CSHEN1 and CSEN3 of the South Oxfordshire Core Strategy and Policies G2, D1, CON7 and H4 of the South Oxfordshire Local Plan 2011 and to guidance contained within the South Oxfordshire Design Guide 2008 and the National Planning Policy Framework.

The proposed development, due to its height, size and bulk and its siting close to the boundary with Cedar Court, would appear unacceptably overbearing and obtrusive in the outlook from the adjacent properties within Cedar Court. As such the proposal would be detrimental to the amenities of the adjoining occupiers and would be contrary to Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D4, and H4 of the South Oxfordshire Local Plan 2011 and to guidance contained within the South Oxfordshire Design Guide 2008.
