Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Planning permission will not be granted for new houses on unallocated sites on the edge of settlements where the built up area of the settlement would be extended. The site is not an allocated site and development on it would extend the built up limits of Goring and would detract from the rural character, landscape setting and natural beauty of the Chilterns Area of Outstanding Natural Beauty of this part of the village. The proposal is unacceptable in principle and development on the site would be contrary to Policies CSS1, CSR1 and CSEN1 of the adopted Core Strategy and saved policies C4 and H4 of the adopted South Oxfordshire Local Plan 2011.

The scheme fails to provide any affordable housing to meet the local need contrary to Policy CSH3 of the emerging South Oxfordshire Core Strategy 2027.

The application provides insufficient information to demonstrate that the scheme provides for a mix of units to meet the identified local need. Without such information the proposal would be contrary to Policy CSH4 of the adopted Core Strategy 2027.

The application provides insufficient information to demonstrate sustainable design and construction contrary to Policy CSQ2 of the adopted Core Strategy 2027.
