Conditions / Refusal Reasons
That, having regard to the details of the proposed layout, in particular to the location of the dwellings on plots 5, 6 and 7, in relation to the character of the surrounding area, the proposal represents a cramped and incongruous form of development that would be out of keeping with the character of the surrounding area and would provide little space for planting to assimilate the development. As such the proposal would detract from the established character of the Northbourne Conservation Area contrary to saved Policies G2, CON7, D1, and H4 of the adopted South Oxfordshire Local Plan.
That, having regard to the size and location of the dwelling on plot 6 and the flat above garage on plot 7 and their siting in relation to the bungalow at 6 East Street, the proposal represents an overbearing and oppressive form of development that would detract from the residential amenity of the occupants of 6 East Street contrary to saved Policies G2, D4 and H4 of the adopted South Oxfordshire Local Plan.
The site does not provide for adequate standards of residential amenity for the occupants of the dwellings because the private amenity areas on plots 1, 2, 3, 4, 6 and 7 are below the Council's minimum standard contrary to saved policy D3 of the adopted South Oxfordshire Local Plan and advice in the South Oxfordshire Design Guide.
