The proposed reinstatement of the first floor, by use of a mezzanine, would cause harm to the significance, character and appearance and the historic fabric of the listed building and cause unnecessary strain on the structure. Any additional support to prop the mezzanine would further harm the character and the special historical and architectural qualities of the building. As such the proposal would be contrary to Policies CON3 and CON5 of the South Oxfordshire Local Plan 2011, Policy CSEN3 of the Core Strategy and guidance contained within the National Planning Policy Framework.
