Section 9 of the National Planning Policy Framework states that proportionate extensions to buildings in the Green belt are not inappropriate forms of development. Policy H13 of the South Oxfordshire Local plan 2011 further defines proportionate extensions to properties outside the built limits of the settlement within the Green Belt being no greater than 40% of the volume of the original dwelling. In this case, the property has already been extended a significant amount and a further extension would amount to a disproportionate addition. As such the proposal is considered to be inappropriate development which would detract from the openness of the Oxford Green Belt contrary to Policies CSEN2 of the South Oxfordshire Core Strategy and GB4 and H13 of South Oxfordshire Local Plan 2011.
