Under Schedule 2, Part 6, Class A.1 of the Town and Country Planning (General Permitted Development) Order 1995,the proposed erection of an agricultural packing house is permitted development. However under Part 2 (i) of that Order, the Local Planning Authority determined that prior approval was required to the siting, design and external appearance of the proposed building. The site lies on the opposite side of Pound Lane to the existing Rectory Farm yard which has a number of large detached agricultural buildings. In considering the most appropriate siting of the new building, the LPA consider that the building would be better sited within the existing farmyard where its impact on the openness and visual amenity of the green belt and on the character of the surrounding area would be less harmful to openness than the proposed siting which would be more visually intrusive.
