The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Prior to the first occupation of the development, the existing means of access onto Old London Road, Wheatley shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001, 09-OLD-PL101-B, 09-OLD-PL102-D and 09-OLD-PL100-B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the first occupation of the development, the existing means of access onto Old Road Wheatley shall be improved and laid out and constructed strictly in accordance with the local highway. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Vision splays measuring 2.4 metres by 4.3 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, including any works of site clearance, a reptile mitigation strategy which should include details of measures to be taken to avoid harm to reptiles shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the strategy shall be carried out in accordance with the approved details. Reason: To protect the important species on the site, in accordance with policy CSB1 of the South Oxfordshire Core Strategy and Policy C8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 ( or any Order revoking and re-enacting that Order with or without modifications) no development permitted by Classes A, B, C, D and E of Part 1 of Schedule 2 of the Order shall be carried out. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with policies CSEN 2 of the South Oxfordshire Core Strategy, policy GB4 of the South Oxfordshire Local Plan and to advice set out within the National Planning Policy Framework.

The dwelling(s) shall achieve Level 4 of the Code for Sustainable Homes. No dwelling shall be occupied until a final Code Certificate has been issued for it certifying that Code Level 4 has been achieved. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.

No development shall take place until full details of both the hard and soft landscaping works have been submitted to and approved in writing by the Local Planning Authority. These details shall include: i. hard surfacing materials to be used in the access and hardstanding areas; ii a plan showing the location of, and allocating a reference number to, each existing tree, shrub and hedgerow on the site which are to be retained. iii details of the species, approximate height, and an assessment of the general state of health and stability, of each retained tree, shrub and; iv details of any proposed topping or lopping of any retained tree, v. details of the specification and position of fencing and of any other measures to be taken for the protection of any retained tree, shrub or hedgerow from damage before or during the course of development. v. details of the specification and position of fencing and of any other measures to be taken for the protection of any retained tree, shrub or hedgerow from damage before or during the course of development. vi. In this condition " retained tree" means an existing tree which is to be retained in accordance with the plan referred to in paragraph ( ii) above. vii) details of the size, species and position of all trees, shrubs and hedgerows to be planted. Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

All the approved landscaping works referred to in condition 12 above shall be carried out within 12 months of the commencement of the hereby permitted development. Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

If within a period of three years from the date of the planting of any tree or shrub, that tree or shrub, or any tree or shrub planted in replacement for it, is removed, uprooted, or destroyed or dies, or becomes, in the opinion of the local planning authority, seriously damaged or defective, another tree or shrub of the same species and size as that originally planted shall be planted at the same place, unless the local planning authority gives its written approval to any variation. Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a plan indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be carried out in accordance with the approved details within 12 months from when the hereby development commences. Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved details of refuse and recycling storage shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.
