Conditions / Refusal Reasons
That the offices have been offered for rent and for sale at a price that does not reflect the current market and as such, the marketing exercise fails to establish that the existing use is no longer economically viable or that there is no reasonable prospect of the site being used for employment use. The development is therefore contrary to Policy E6 of the adopted South Oxfordshire Local Plan 2011 and to paragraph 22 of the National Planning Policy Framework.
That the proposed conversion of the offices to a dwelling would result in unsatisfactory standards of privacy and amenity for occupants of Overy Paddock particularly by reason of the close proximity of the new dwelling and the location of openings that face directly on to Overy Paddock. The development would also result in unsatisfactory standards of privacy and amenity for occupants of the new dwelling by reason of overlooking from the first floor windows within the side elevation of Overy House. The development is therefore contrary to Policy D4 of the adopted South Oxfordshire Local Plan.
