Having regard to the design of the proposed two storey front extension, the council considers that the proposal would detract from the simple form of the existing dwelling and would result in a visually-incongruous and intrusive development, to the detriment of the street scene and the setting of the historic conservation area. As such the proposal would be contrary to Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide.
