The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be installed, maintained and operated so as to ensure that the rating noise level from the equipment does not exceed 5 dBA below the background noise level at the facade of adjoining residential accommodation. Measurement and rating of noise for the purposes of this condition shall be in accordance with BS4142 (1997) 'Method for rating industrial noise affecting mixed residential and industrial areas'. All those noise mitigation measures detailed in the acoustic report produced by Clement Acoustics (ref.8057-NIA-01, dated 15 August 2013, as amended by their email dated 20 November 2013) shall be undertaken before the operation of the proposed kitchen extract ventilation system.
Reason: To safeguard the amenity of nearby residential property in accordance with Policies G2, D1 and EP2 of the South Oxfordshire Local Plan 2011.
The sound insulation index (RW) of the glazing shall provide sound insulation properties in accordance with the details agreed under application P13/S2600/DIS or as otherwise agreed in writing with the Local Planning Authority. The obscure glazing on the western elevation and the slatted internal blinds on the southern elevation shall be installed in accordance with the approved details shown on approved plans 2535/22/D and 2535/23/D and in accordance with slatted internal blind details agreed under application P13/S2600/DIS prior to the first use of the glazed enclosed first floor of the building and thereafter shall be so retained and maintained.
Reason: To help protect the amenity of the adjoining residential properties in accordance with Policies G2, D1 and EP2 of the South Oxfordshire Local Plan 2011.
That the proposed first floor barriers shall be erected in the positions shown on plan reference 2535/11E, in accordance with details agreed under application P13/S2006/DIS or as otherwise agreed in writing with the Local Planning Authority. The barriers shall be erected prior to the first use of the enclosed glazed first floor area of the grandstand in accordance with the approved details and shall be so retained and maintained to prevent use of the first floor southern balcony area except during the Henley Regatta.

That prior to the first use of the enclosed glazed first floor area, the existing staircase on the southern elevation shall be removed.

The grandstand shall not be available for use by members of Phyllis Court Club and the public before 8.00 am or after midnight each day, except for a maximum period of 21 days in any calendar year during the period of Henley Royal Regatta and Henley Festival.
Reason: To protect the amenity of adjacent residential properties in accordance with Policies G2, D1 and EP2 of the South Oxfordshire Local Plan 2011.
That the tree protection measures set out in the Arboricultural Report and plans, prepared by GCH Trees dated 19 September 2012, accompanying the application, shall be implemented in accordance with the details contained in the report and shall be kept in place during the whole course of the development.
Reason: To safeguard trees which are visually important in accordance with Policies G2, C9, CON7 and D1 of the South Oxfordshire Local Plan 2011.
That the grandstand building shall be occupied and used only for purposes incidental to the use of Phyllis Court Club, and shall not be occupied or used separately therefrom.
Reason: To protect the setting of the listed building, the character of the area and the amenity of adjoining residential properties in accordance with Policies G2, CON5, D2 and EP2 of the South Oxfordshire Local Plan 2011.
That prior to the commencement of the development, the design of water entry measures, including voids, should be submitted to and approved in writing by the Local Planning Authority and shall be implemented in accordance with the approved details.
Reason: To ensure that there is no loss of floodplain storage or alteration of flood flows in accordance with National Planning Policy Guidance.
The development hereby permitted shall not be used until surface water drainage works have been carried out in accordance with details of a sustainable drainage system on site have been first submitted to and approved in writing by the Local Planning Authority.
