That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PLA_0.00, PLA_2.00_C, PLA_2.01_A, PLA_2.02_B, PLA_2.03, PLA_2.07_A, PLA_3.04, PLA_3.05 and PLA_3.06, except as controlled or modified by conditions of this permission. That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s). The external materials to be used for the cheeks, face and roof of the dormer windows hereby permitted shall match the materials used on the existing building. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse or the roof of any dwellinghouse as described in Schedule 2, Part 1, Classes A, B and C of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and to protect the amenity of the occupants of the dwellings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies EP2, G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan PLA_2.00_C and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

That all of the acoustic control measures detailed in the acoustic report produced by Three Spires Acoustics, (ref CH/ENA2012/01, dated 5 January 2012) and confirmed within the Design and Access Statement submitted as part of this application shall be undertaken prior to the first occupation of Dwellings A and B. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Notwithstanding condition 14, the development shall be designed, constructed and maintained so as to ensure that the internal ambient noise levels of Dwellings A and B do not exceed the 'good' values as detailed in Table 5 of BS 8233:1999 "Sound insulation and noise reduction for buildings - Code of Practice". Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

That prior to the occupation of dwelling B an acoustic fence to a minimum height of 2 metres shall be constructed around the proposed 'quiet amenity area' between Dwelling B and the carport serving that dwelling as indicated on Dwg_PLA_2.00_C. The acoustic fence shall be erected in accordance with details which shall first have been submitted to and approved in writing by the local planning authority. Thereafter the acoustic fence will be retained without alteration, unless otherwise agreed in writing by the local planning authority. Reason: To protect the occupants of Dwelling B from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

That prior to the occupation of Dwelling A a 2.4 metre high wall shall be erected in the location shown on Dwg_PLA_2.00_C or an alternative boundary treatment for which details have been submitted to and approved in writing by the Local Planning Authority. Thereafter the wall will be retained without alteration, unless otherwise agreed in writing by the local planning authority. Reason: To protect the occupants of Dwelling A from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
