Having regard to the scale of the proposal and the position of the extension in close proximity to the boundary of the adjoining property, the proposed single storey extension would have an overbearing impact upon the rear living accommodation of no. 145 Reading Road. As such, the development would be detrimental to the amenity of the adjoining occupants in terms of loss of light and outlook, contrary to Policies G2, H13 and D4 of the South Oxfordshire Local Plan 2011 and advice contained within Section 6 of the South Oxfordshire Design Guide 2008 and the NPPF.

The proposed rooflights to the front elevation would constitute visually-incongruous features within the largely uninterrupted roofslope of the historic terrace. As such, the proposal would be detrimental to the character of the property and would fail to preserve or enhance the character and appearance of the Henley Reading Road Conservation Area, contrary to Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and Policies G2, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF.
