Conditions / Refusal Reasons
That, having regard to the small size of the site, to the fact that the new dwelling would fill the entire gap between No's 11 and 13 Elton Crescent, that insufficient amenity areas would be provided for both the existing and proposed dwelling and that the parking provision for the new dwelling is below the current standards, the proposal would result in a cramped form of development that would be out of keeping with the pattern of surrounding development and would adversely affect the character of the area. As such, the proposal is contrary to Policies CSR1 and CSQ3 of the South Oxfordshire Core Strategy 2027, to Policies D1, D2, G2, H4, T1 and T2 of the adopted South Oxfordshire Local Plan 2011 and to advice set out in the South Oxfordshire Design Guide 2008.
That the vehicular access arrangement does not meet standards regarding pedestrian and vehicular awareness vision splays and thus would have a high risk regarding pedestrian and vehicular safety, contrary to Policy T1 of the adopted South Oxfordshire Local Plan 2011.
The size of the proposed garden areas for existing dwelling and the new two bedroom unit are below the Council's minimum standard specified in the South Oxfordshire Design Guide. As such the proposal would fail to provide adequate standards of residential amenity for the occupants of the new dwelling contrary to Policies D3 and H4 of the Adopted South Oxfordshire Local Plan and Section 3.2.8 of the South Oxfordshire Design Guide.
