Conditions / Refusal Reasons
That the site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the City and to preserve the countryside outside it. The replacement of an existing building is only acceptable where the new bulding would be in the same use and not materially larger than the one it replaces. The proposed garage would be 75% larger than the buildings it would replace and substantially higher and as such, it would represent inappropriate development within the Green Belt. It is therefore, by definition, harmful to the openness of the Green Belt, contrary to Policy CSEN2 of the adopted South Oxfordshire Core Strategy and Green Belt policy of the NPPF. It would also be detrminetal to the visual amenity of the Green Belt, contrary to Policy GB4 of the South Oxfordshire Local Plan 2011. There is no fall back position in terms of permitted development rights and so there are no very special circumstances to depart from Green Belt Policy.
