The outside storage activity constitutes an inappropriate development, which is harmful to the rural character, openness and visual amenity of the Oxford Green Belt, contrary to Policy CSEN2 of the adopted South Oxfordshire Core Strategy, policies GB4 and E5 of the adopted South Oxfordshire local plan; and government guidance contained in the National Planning Policy Framework relating to the protection of the Green Belt. The applicant has not demonstrated 'very special circumstances' that would outweigh the harm to the Green Belt by reason of inappropriateness, and other harm resulting from this development.
The outside storage activity is harmful to the rural character and landscape quality of the site, the surrounding countryside and the setting of the village of Horspath. This is contrary to policies G2, G4, C4 and E5 of the adopted South Oxfordshire Local Plan; policies CSEN1 and CSEN2 of the adopted South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework relating to the protection of valued landscapes.
