The fence forms a prominent and intrusive feature in the road and is not in keeping with the rural character of the area, where roadside boundaries are generally low key. The fence detracts from the character and appearance of the site and surrounding Area of Outstanding Natural Beauty and as such, is contrary to policies G2, G4, and D1 of the South Oxfordshire Local Plan 2011, policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy and Government guidance in the National Planning Policy Framework.
