The property is located on the north-western edge of the village on Green Lane and the dwellings which back on to open countryside benefit from spacious plots giving the area a pleasant semi-rural and open character. The erection of a substantial outbuilding with a footprint and ridge height comparable to that of a chalet bungalow and with three large dormer windows dominating the front elevation would be tantamount to the creation of a new dwelling. The building which would be seen in public views from the bridleway on Green Lane, would compete with the main dwelling and would result in a cramped form of development which is uncharacteristic of the area. It would also result in an unsatisfactory relationship between the outbuilding and the main dwelling which it would sit at 90 degrees to, would have a harmful impact on the semi-rural and spacious character of the area and would set an undesirable precedent for similar developments in the area. The proposed development is therefore contrary to Policy CSQ3 of the adopted South Oxfordshire Core Strategy 2027, to Policies G2, D1 and H13 of the adopted South Oxfordshire Local Plan 2011 and to advice contained in Sections 6.3.10 and 6.3.11 of the South Oxfordshire Design Guide.

That particularly having regard to its size, height and siting in close proximity to the boundary of the adjoining property to the north west, the proposed building would have an overbearing and oppressive effect upon that adjoining property and be detrimental to the amenity of occupants of that property contrary to Policy H13 of the adopted South Oxfordshire Local Plan 2011.
